For those who game in the American Civil War and the Napoleonic periods, what rules do you use?

Would anyone be interested in developing a standard set of rules?

I use either the H G Wells Rules out of "Little Wars" or the rules in "Charge or How to Play Wargames" by Lawford & Young.
